(Sean Savage/JNS) Palestinian Authority President Mahmoud Abbas took to the worldwide stage this week to call for a conference to advance peace efforts.

But he left without speaking to them or listening to U.S. Ambassador Nikki Haley say that "the United States stands ready to work with the Palestinian leadership", and the two envoys are "ready to talk".

In a statement to the Security Council read Thursday by former US ambassador Richard Murphy, Carter said that a two-state solution "must be anchored on 1967 borders with agreed upon adjustments and with Jerusalem as the capital for both Israelis and Palestinians".

"We are trying to do the opposite and will continue working on our plan which is created to benefit both the Israeli and Palestinian people".

Palestinians view the Trump administration's intentions on Middle East peace with deep skepticism after Trump reversed decades of U.S. policy and recognized Jerusalem as the capital of Israel and initiated the move of the USA embassy there from Tel Aviv.

However, Abbas did not see Haley's wrath as he left the chamber after he addressed the Security Council. "Our negotiators are sitting right behind me ready to talk, but we will not chase after you", she said, referring to Kushner and Greenblatt.

"We appreciated the opportunity to listen to his speech", White House spokesman Josh Raffel said in a statement emailed to JTA. Instead, he proposed convening an global peace conference, including Israeli and Palestinians representatives, by mid-2018 that would recognize Palestine as a full-fledged United Nations member state, guarantee the protection of Palestinians, and recognize the worldwide borders of Israel and Palestine, on the basis of 1967 borders.

Abbas accused Israel of "acting as a State above the law". "We will present it when it is done and the time is right". But there have been no serious negotiations since gaps widened following the 2009 election of Benjamin Netanyahu as Israel's prime minister.

In a story February 21, The Associated Press reported that east Jerusalem is Palestinian territory occupied by Israel since 1967.

"You can choose to put aside your anger about our embassy and move forward with us", she said.

Grant Rumley, a research fellow and expert on Palestinian politics at the Foundation for Defense of Democracies, told JNS that he believes this was a legacy speech for Abbas.

Now the United States negotiators are calling him out for his refusal to accept Israel as a nation state of the Jewish people. "So, it has become impossible today for one country or state alone to solve a regional conflict without the participation of other worldwide partners".
