'US actions a threat to Korean ties'

Russian Federation on Saturday rejected Washington's statements made in its 2018 Nuclear Posture Review that Moscow refuses to further decrease its nuclear capabilities. Worse still, these new weapons could heighten the risk of conflict by feeding into a unsafe ongoing action-reaction cycle: For some time, new US conventional weapons that are faster, stealthier and/or more precise than before, combined with growing missile defense deployments, have stoked Russian fears that, in a conflict, America could wipe out its forces before they have a chance to inflict any damage.

"Like Russia, China is pursuing entirely new nuclear capabilities tailored to achieve particular national security objectives while also modernizing its conventional military, challenging traditional USA military superiority in the Western Pacific".

It calls for a "lower-yield" options for ballistic and cruise missiles launched at sea.

Weaver said the most hard task for those working on the review was trying to address the gap between Russian and American non-strategic nuclear weapons. It expands the circumstances in which the United States would consider employing nuclear weapons to include the ambiguously termed "non-nuclear strategic attacks" against infrastructure.




Lisbeth Gronlund, a senior scientist at the Union of Concerned Scientists, said: 'President Trump is embarking on a reckless path - one that will reduce USA security both now and in the longer term'. But Trump sees a fuller deterrent role for these weapons, as reflected in the plan to develop new capabilities to counter Russian Federation in Europe. That is why the Trump administration must modernize the USA nuclear arsenal and warheads.

In reality, the review is a balanced document carefully weighing the impact of unsafe worldwide trends like a resurgent Russian Federation and an aggressive China on US nuclear posture.

Still, Russia tends to be a successful rationale for new spending, no matter how unreasonable, and may deflect long-standing concerns that this scheme is actually just making nuclear weapons more usable, and as a result, making nuclear warfare more common in the future. Low-yield nukes would provide a proportionate method of response, forestalling a larger nuclear conflict or one with weaker weapons.

Our rivals may believe that the US would be self-deterred to respond in a conflict in which they would use low yield nuclear weapons first. The US has a few hundred active low-yield weapons deployed in Europe.

Defense Secretary James Mattis said: "What we have is a nuclear deterrent, so keep those two words always together and then look at the efforts to push forward on nonproliferation and arms control, and you have to do that when you're in a position of persuasion not of hope".
