Whistleblower: Flynn said Russian Federation sanctions would be 'ripped up'

Former U.S. National Security Adviser Michael Flynn departs after a plea hearing at U.S. District Court in Washington last week

Former White House national security advisor Michael Flynn was texting with a private business associate even as Donald Trump delivered his inauguration address, a whistleblower says.

Flynn also informed the associate that his business partners could move forward with their project, which aimed to construct a network of nuclear reactors across the Mideast with support from Russian and other global interests, the whistleblower said.

The whistleblower told congressional investigators that Copson boasted that Flynn was "making sure that sanctions would be "ripped up" as one of his first orders of business and that this would allow money to start flowing into the project", an apparent reference to financial sanctions imposed on Russian Federation by the Obama administration, Cummings's letter states. The account provides the strongest claim yet that the administration was focused on unraveling the sanctions that President Barack Obama had just put in place and that Flynn had a personal motivation for doing so.

"Mr. Copson explained that Gen. Flynn was making sure the sanctions would be ripped up as one of his first orders of business and this would allow money to start flowing into the project", Cummings said, quoting the witness.

Former National Security Advisor Michael Flynn told a former business associate "within minutes" of President Donald Trump being sworn in on Inauguration Day that economic sanctions against Russian Federation would be "ripped up" once Trump gets into office, according to a whistleblower.

Cummings wrote that Mueller's office had asked him to hold back the information until "they completed certain investigative steps" - which apparently have now been concluded.

The whistleblower, who provided his account to Cummings in June, said he was with Alex Copson, managing partner of ACU Strategic Partners, a key Flynn ally on the nuclear project, on January 20, Inauguration Day.

In their letter, the Democrats accused Flynn, who was forced to resign in February over his contacts with Russian ambassador Sergey Kislyak, of violating federal law by failing to disclose a trip he took to the Middle East in June 2015 on behalf of the lead company in the nuclear energy project, as well as his contacts with foreign officials.

The ACU plan involved some two dozen nuclear power plants around the Middle East, to be developed jointly by the United States and Russian Federation. He said Flynn did not cash the check, however.

Reached Wednesday, Flynn's attorney declined to comment.

But reports over the last few months have suggested that Flynn continued to promote the project after the election, and even after he had been sworn in as national security adviser.

Cummings did not name the whistleblower in the letter, but offered to have Gowdy speak with the person directly. He and Cummings jointly exposed details that Flynn had lied on his security clearance forms earlier this year, though Chaffetz later backed off the inquiry despite the Democratic demands.

Cummings did not identify the witness, whom he described as a whistleblower.
