As Trump prepares for United Nations unity meetings, divisions continue in Washington

As Trump heads to UN, advisors say North Korea hasn't fully felt sanctions yet

"President Moon ordered [the military] to closely analyze and increase the readiness posture against new types of threats from North Korea, such as EMP [electromagnetic pulse] and biochemical threats", presidential spokesman Park Su-hyun said. The North Koreans must have been confident that their latest test - an audacious advance by some 1,000km on their earlier (29 August) overflight of Japan - would be successful and that the risk of the missile breaking up over Japanese airspace was minimal. "Now, it's not what we would prefer to do".

Ultimately, the U.S. needs to not only deter North Korea, but also to reassure Japan and South Korea that they will neither be abandoned by their ally nor entrapped in a wider conflict precipitated by America's own independent strategic decisions.

Earlier this week, the UN Security Council agreed to tighten sanctions on North Korea, banning its textile exports and capping fuel supplies.

The launch is the second to flyover Japan in less than a month, and the first since North Korea's sixth nuclear test and new United Nations sanctions on the country.

Responding to a question, Mattis said he is not aware of any effort on the part of South Korea to shoot down the North Korean missile. That launch came less than two weeks after Pyongyang staged its most powerful nuclear test yet. But, unlike past presidents, Trump is promoting his "America First" agenda, and he has called for slashing USA financial contributions to the United Nations. And he wants to slash US financial contributions to the U.N. Richard Gowan is a U.N. expert with the European Council on Foreign Relations. "This includes the regime of North Korea, which has one again shown its utter contempt for its neighbors, and the entire world community".

On the other hand, the US and South Korea have announced diminishing willingness to talk to North Korea as it continues its provocative missile launches and nuclear tests.

"There are no shortage of issues, with North Korea being front and center", said Haley.

Trump has threatened "fire and fury" in response to North Korea's threats.

Experts have long questioned if the US could indeed attack North Korea, given its ability to cause massive casualties south of the border.

North Korea is closer than ever to its goal of building a military arsenal that can viably target both USA troops in Asia and the American homeland.

Trump has called the nuclear agreement between Iran and six major powers, which requires Teheran to reduce its nuclear activities in exchange for sanctions relief, "the worst deal ever negotiated".

Previous administrations have pressed the U.N.to embrace change.
