But the White House has been pushing for a bill that matches some of the goals that are expected to be in the new bill from Georgian Perdue and Arkansan Cotton.

Immigration reform was a centrepiece of Mr Trump's presidential campaign.

By admitting fewer low-skilled immigrants, exclusively on the basis of family relationships, it would reduce the rate of welfare dependence among newcomers. Senior director of global migration policy Kevin Appleby of the Center for Migration Studies asserted that the bill would dramatically reduce the availability of cheap labor in the USA and fundamentally alter the fabric of the country's values.

Trump's anti-immigration rhetoric was reiterated by Cotton who offered the same populist frame that said little but implied quite a lot.

A points-based system would give priority to skilled immigrant workers, English-speakers and higher paid workers, said Senior White House Adviser Stephen Miller. Tom Cotton (AR) and David Perdue (GA) released an updated version of a bill that overhauls the country's legal immigration system, pushing forward the president's agenda to limit the number of foreigners entering the United States.

"As a candidate, I campaigned on creating a merit-based immigration system that protects USA workers and taxpayers, and that is why we are here today", Trump said. "So, we're proposing to limit family-based migration to spouses and minor children". By one estimate, the number of legal immigrants admitted annually under the bill would drop by half in the next 10 years, from one million to 500,000. It was built on the premise that any person, regardless of how much education or money they have, can come to the United States and create a productive life for themselves. "Cutting legal immigration for the sake of cutting immigration would cause irreparable harm to the American worker and their family".
