Senate GOP would halt Obamacare penalties, taxes

WASHINGTON (AP) - Republican senators complained about their party's secretive health care bill Wednesday, a day before GOP leaders planned to finally release their plan for erasing much of President Barack Obama's health care law.

The chairman of the Senate Republican Policy Committee said Wednesday that Republicans are fine-tuning the specifics of the Senate health care bill, one week before a vote is scheduled on the legislation. It also removes language restricting federally-subsidized health plans from covering abortions, which may have run afoul of complex budget rules.

Johnson's remarks make him one of the first Republican senators to publicly indicate some form of opposition to the bill - in this case, specifically when it comes to the legislation's speed of passage. Cory Booker is seeking campaign donations to help fight the House Republican health care bill that could leave 23 million more Americans without coverage. It gathered responses from 1,492 adults, including 671 Democrats and 501 Republicans.

Sen. Shelley Moore Capito, R-W.Va., whose state expanded Medicaid and has been pushing for a more gradual unwinding of that initiative than many conservatives prefer, said she is waiting to scrutinize what is released but has not seen anything yet that would make her drop her concerns with the proposal. They would like the federal support to ramp down over seven years, though Senate leaders have countered with a three-year glide path, which would start in 2020.

"My main concern is I promised voters that I would repeal - vote to repeal Obamacare". She said an analysis of the bill by the nonpartisan Congressional Budget Office, expected Monday, would be "extremely important to me because I want to know the impact on coverage and on cost". But the ultimate Medicaid cuts go even deeper than the House bill.




That provision, a nod to conservative lawmakers led by Sen. Rob Portman, R-Ohio, who also represents a state that expanded Medicaid under the ACA.

US senators expressed concern on Wednesday about a plan to overhaul the USA healthcare system, fearing a rush to consider the major legislation as Republican leaders prepare to unveil it.

The House bill would allow those adults already enrolled to remain covered at the enhanced match rate as long as they remain continuously insured.

Like the House measure, the Senate bill would eliminate two central requirements of the current health-care law: that individuals provide proof of insurance when filing their annual tax returns and that companies with 50 or more employees provide health coverage for their workers.

What hasn't been a secret, is that The White House, McConnell and other Republican Senators want to move on to tax cut and infrastructure legislation as soon as possible. "And if I don't have the information to justify a yes vote, I won't be voting yes", he told reporters.
