Mulvaney defends Trump budget's social safety net cuts

Cabinet members head to Capitol Hill to defend Trump budget

Donald Trump's budget director has faced fire from Democrats as he attempted to defend the President's budget proposal - which would slash federal spending on social safety-net programmes by more than $1 trillion (£77.2bn) over the next 10 years. "It will devastate rural economies and put critical programs on the chopping block".

First, even before delving into the budget, the Trump-supported rollback of President Barack Obama's health care law would reduce federal money that 31 states and Washington, D.C., have relied on to extend coverage to low-income adults under Medicaid.

Trump, who once vowed "no cuts" to Medicaid, would now cut Medicaid by more than $800 billion, denying support to 10 million people.

So even if the optimistic economic projections on which he has based his budget materialize - a group of assumptions about economic growth that economists have long called the Rosy Scenario - deficits will come back after 10 years and continue to grow.

"That's a frightening concept, I think, for this country-if we have to ignore the portion of the federal budget that invests in people-whether its job training, education, important medical research and other innovations or whether we buy guns-but that's what we're being asked to do in this budget", he said.

"So is it your testimony that these changes in the rate of reimbursement rates for Medicaid will have no effect on elderly, children, disabled people who are now beneficiaries?"

In an angry tweet, former CDC Director Tom Frieden said the Trump budget request for the agency was "unsafe at any level of enactment".

President Donald Trump just released his budget for the 2018 fiscal year, which has been dubbed "A New Foundation For American Greatness". The cuts include a 26 percent reduction in research on birth defects and developmental disabilities, under conditions of a Zika epidemic in the USA territory of Puerto Rico, and a 10 percent reduction in the CDC's office of public health preparedness and response. It's up to Congress to decide which cuts benefit Americans.

White House budget director Mick Mulvaney told a separate House panel that the reason for the new deadline is that "receipts now are coming a little bit slower than expected". "Yes, you have to have compassion for folks who are receiving the federal funds, but also you have to have compassion for the folks who are paying it". -Mexican border wall. The president does make good on his promise to invest in infrastructure: $200 billion.

But not even the American corporate media could sell such a political slogan.

But it's up to Congress to decide what the final budget looks like, and it's likely to look very different from Trump's.

"I would think that the health care bill is our best policy statement on Medicaid going forward", said Rep. Greg Walden, R-Ore., chairman of the House Energy and Commerce Committee, which has jurisdiction over the program.

Whatever its immediate fate, however, the Trump budget serves a definite political goal. Warner told both Director Mulvaney and Secretary Mnuchin that the Administration's budget numbers do not add up, and questioned how the Administration could pay for $5 trillion in vague tax cuts without threatening popular tax deductions such as the mortgage interest deduction, charitable donations and the deduction for employer-provided healthcare plans. And it might be the least realistic part of Trump's budget. If the budget is that bad, what was the point of submitting it in the first place? In agriculture, the proposed budget would limit subsidies to farmers, including for purchasing crop insurance, a move already attacked by farm state lawmakers. He continued: "Democrats and Republicans will tell President Trump and his minions to stay at the other end of Pennsylvania Avenue".

Trump's fiscal plan was described as dead before arrival, but approaching it this way is a mistake. Most people on Snap don't rely on this for a lifetime. The poor and working poor pay little or nothing in federal income taxes - and they would get little or nothing.

White House budget chief Mick Mulvaney has said that plans to slash social programmes are created to increase economic growth to 3% and put "taxpayers first".
