Iraq Repels ISIS Counter-Attack in Western Mosul

Since October, U.S. -backed Iraqi forces have been battling IS militants in Mosul, Iraq's second-largest city.

"ISIS (Islamic State) snipers continue to aim at people trying to flee because there is this long-standing policy of executing people trying to flee the territory of the caliphate", he said. She warned that they no agency in the world can cope with a situation if 40, 000 people decide to flee at the same time. On Thursday, the Armed Forces lowered the black flag of Daesh (the acronym of the IS in Arabic) and hoisted the Iraqi flag in public buildings in Bab Sinjar, in the western zone, from where they moved to Farouq to plan the final attack on the Old City.

But she said extensive planning and coordination with Iraq's military had allowed the humanitarian community "to stay just one little tiny step ahead" while it rushed to build new camps and find spaces in existing camps for families returning to already liberated eastern Mosul. She said conditions there "are desperate" and the United Nations expects nearly everyone to try to get out.

The U.N. refugee agency's representative in Iraq Bruno Geddo said Daesh had been capturing civilians in battles outside of Mosul and had been forcing them into the Old City, one of the last parts of the city in their grip. He said the militants, whom he called ISIS, are using civilians in the old city as human shields.

Up to 100,000 civilians trapped in West Mosul are being used as human shields by ISIS militants and are suffering from lack of food, water and fuel.

Geddo said the area is "a very dense labyrinth, a maze of narrow alleyways where fighting will have to be done on foot, house by house", Reuters reported.

Amira Abd El Khalek, public information officer with the UN's refugee agency, told Al Jazeera that the UN's was "extremely concerned" about the remaining civilians in Mosul and that their top priority is to get them out safely as soon as possible. "However, the civilians are trapped inside their homes, it is extremely hard for them to get out because they are targeted by snipers", she said from Erbil.
