GOP senators brace for questions during recess, tough task upon return

The President on Tuesday urged Senate Republicans to change the chamber's legislative filibuster rules in order to pass big-ticket agenda items with a simple majority.

President Donald Trump has never been in politics before.

The filibuster in the Senate allows lawmakers to hold up legislation if a bill does not pass with 60 votes.

Senators will take up a school finance bill with a funding formula that looks a lot like what the House passed - with weightings for things like at-risk kids and English language learners.

Former Senate Majority Leader Harry Reid eliminated the filibuster in 2013 to push through nominations from former President Barack Obama to the U.S. Court of Appeals for the District of Columbia Circuit.




"I think the concerns that he's had with the pace of the Senate has been longstanding", Spicer told me. Democrats unanimously oppose the AHCA and Senate Republicans are divided over the bill. Even when rule was changed in 1975 to make it 60 rather than 65 votes that were required to break a filibuster, it remained (and remains) the single most important difference between the House and the Senate.

The GOP is using a process known as budget reconciliation in trying to pass bills to overhaul the Affordable Care Act and the tax system.

The filibuster rule - which was formalized in 1917 but not used until 1919 to break a filibuster on the Treaty of Versailles (!) - was to further the distinction between Senate and House.

Trump tried to justify his fit by saying that Democrats would kill the filibuster too, but this is a statement that is easily proven false.

Congress began a 10-day recess on Friday, and members returning to their home districts are likely to hear about the Congressional Budget Office's recent score of the final version of the American Health Care Act passed by the House.
