Democrats are likely to submit an alternative to Trump's budget later this year after having declined to do so at times with Obama in the White House.

There will also be significant cuts to United States funding for global health programs, food aid, worldwide peacekeeping and cultural exchanges, if Trump gets his way.

The pay request topped the proposal by the administration of President Barack Obama for a military pay hike of 1.6 percent for the fiscal year beginning October 1.

But it's uncertain whether Trump's budget proposal would remedy that situation, given that calculations are based on sustained growth above 3 percent which many economists believe is an overly optimistic approach. "The budget will not pass in its current state, but people will keep an eye on any sort of indication of corporate tax reform as well as infrastructure spending", said Nadia Lovell, U.S. equity strategist at J.P. Morgan Private Bank in NY.

The idea has aroused strong opposition from U.S. businesses, the White House has blown hot and cold, and few in Congress think it will be implemented.

Even with this flawed document and the poisonous atmosphere, the administration's proposed $200 billion for infrastructure projects over 10 years could pave the way for some congressional accord.

Trump had asked lawmakers for $1.5 billion to get the project started this summer that he says will be charged back to Mexico.

"While we appreciate the administration's focus on reducing the debt, when using more realistic assumptions, the President's budget does not add up", said Maya MacGuineas, the group's president.

That is nearly 10 per cent higher than current budget caps but only 3 per cent more than what former president Barack Obama had sought in his long-term budget plan.

In its announcement of the new budget, Office of Management and Budget Director John "Mick" Mulvaney said that it is a responsible proposal. Dick Durbin of IL.




To reach its objectives the plan envisages dramatic cuts to various humanitarian and welfare programs, Social Security and Medicaid, which provides health coverage for millions of Americans including low-income adults, people with disabilities and children.

He later said that he meant people who should not be on the program.

"This is the budget designed by the corporate lobbyists Trump has brought into his administration to short circuit environmental protections to pad the profits of millionaires and billionaires", said Ben Schreiber, Friends of the Earth's senior political strategist.

Defending $190 billion in cuts to food stamps and $72 billion from Social Security disability payments - an apparent violation of Trump's campaign promise to not touch Social Security - Mulvaney argued: "That is how you can help people take charge of their own lives again". The National Science Foundation would experience an 11 percent cut to its budget.

The President's first major budget proposal, which assumes the Medicaid savings in the Affordable Health Care Act (AHCA) will be passed, would make $800 billion in cuts to Medicaid over the next decade. "If you are on food stamps, we need you to go to work".

The budget plan will boost economic growth by fostering capital investment and creating jobs for workers who gave up their job hunts during tough times, Treasury Secretary Steven Mnuchin said. "They're not mere shavings, they're deep, deep cuts".

In agriculture, the budget restricts subsidies to farmers, including for purchasing crop insurance.

In 2015, only 55 percent of Americans made enough money to pay direct federal income tax, meaning that Mulvaney pitched the Trump administration's budget as a benefit for a little over half of the nation.

Mr. Trump, however, also promised not to cut Medicaid on the campaign trail.

I'm working every day to help our people be better educated, healthier, and have more money in their pockets. And it's clear both from the GOP bills that's now in the Senate and from this budget that there are going to be big cuts to Medicaid.
