Von der Leyen has apologised for her sweeping criticism of "weak leadership" in the military, saying she regretted not balancing her remarks with appreciation for the work done by the majority of the armed forces.

"Therefore the minister must take responsibility", he told reporters at the German parliament in Berlin.

In addition to the two soldiers, a 24-year-old student from A.'s hometown of Offenbach, Matthias F., has also been arrested.

Von der Leyen is a key ally of Chancellor Angela Merkel in the conservative-dominated government.

Agnieszka Brugger of the environmentalist Greens said that though reform efforts were important, it was equally important for "a minister to acknowledge where she made mistakes, where there have been failures".

Opposition politicians and activists are now queuing up, demanding to know exactly how deep far-right extremism is embedded in the Bundeswehr, and how much attention the MAD pays to it.

A second soldier has been arrested for allegedly planning a "false flag" terror attack to be blamed on refugees in Germany amid fears of a wider neo-Nazi network within the army.

"All these happened during the term of the minister".

Von der Leyen has apologized for her initial anger about the arrest of a 28-year-old officer, who was not dismissed despite writing what she called a "clearly racist" master's thesis, but said she remained convinced reforms were needed. "The theft of a serious amount of ammunition - apparently nobody had noticed", Brugger said, demanding a full inquiry into the scandal. Investigators said the officer had been living a double life for more than a year, serving in the army while receiving state benefits under a bogus identity as a supposed Syrian refugee.

27, was arrested in the southwestern city of Kehl on charges of preparing an act of violence, federal prosecutor's spokeswoman Frauke Koehler said.

Kohler further added that the suspects were allegedly planning an attack targeting politicians "who are committed to an immigration and refugee policy which has failed in the view of the defendants".

Albrecht was first questioned by Austrian police in February at Vienna airport after he tried to retrieve a loaded, unregistered handgun he had hidden in a toilet there days earlier.

Since 2015, Germany received more than 1.1 million refugees, mostly Syrians and Iraqis, who were forced to flee their homes due to conflict.

The foiled terror plot has sparked a public debate in Germany about poor oversight within the army and a lack of strong penalties against far-right extremists convicted of crimes.
