Republicans are praising California Gov.

Assembly Minority Leader Chad Mayes, R-Yucca Valley, called Brown's latest budget "a bait and switch", citing voters' approval past year of tax increases that he said were to fund health and dental care and support schools. The Democratic governor called for more than $3 billion in cuts because of a projected deficit he pegged at $1.6 billion.

"With Washington pursuing an agenda of self-sabotage, our budget must protect California", Ting said in a statement. Yet he warned again that the economy could tank, taking the state's budget with it and forcing sharp cuts in future years if lawmakers overspend now.

The release of Brown's spending plan for the next fiscal year kicks off a month of negotiations with the Democrat-controlled Legislature.

Gov. Brown's plan also includes $6.5 million more for the Department of Justice, and 31 positions, to handle more workload related to the legal challenges by the state to the federal government on sanctuary cities, and other policies, effectively reversing a proposed cut in the governor's plan in January. The projected deficit in his new plan is $400 million, due mostly to improved capital gains revenue.

Brown also wants to reverse a proposed $500 million cut for low-income childcare that he sought in January and revise his proposal to shift almost $600 million in costs to counties.

Under current law, with the end of the Coordinated Care Initiative, county realignment funds would experience an increase in annual IHSS costs of about $600 million. Counties would see IHSS costs of $141 million next year, $129 million in 2018-19, $230 million in 2019-20 and $251 million in 2020-21.

Brown says he wants more transparency and financial reporting from the system.

State data show that the Proposition 98 minimum guarantee of funding for K-14 schools has fluctuated over the years, dropping to a low of $47.3 billion in 2011-12.

Still, Brown stood his ground on other elements of his January budget that irritated lawmakers and powerful interest groups, including the elimination of the middle-class college scholarship program.

California's fiscal turnaround, led by a record-setting stock rally, a resurgent real estate market and Silicon Valley's boom, has been welcomed by bondholders as the state's credit rating was boosted to the highest since the fallout from the Internet stock bubble's collapse.

Jerry Brown is telling the University of California, in response to a scathing audit revealing millions of dollars in secret reserves at the UC system. "And so I think as an initial investment I think it's reasonable but certainly I would be watching it carefully over the next year".

Brown, who once considered a career in the Catholic priesthood, warned Republicans, according to the Times: "They weren't sent to Congress just to take orders from that crowd, or from Donald Trump ..."

In the meantime, the governor's revised budget instantly touched off what will be weeks of intense negotiations with the Legislature, with legislative leaders quickly responding to the governor's starting point.

Revenue growth has slowed since last summer, coming in $1.8 billion below last June's projection.

As with his first budget proposal, the governor did not adjust the numbers to reflect any "what-ifs" with federal funds - a week after the U.S. House of Representatives heightened anxiety in California with its vote to repeal the Affordable Care Act and replace it with a plan that would slash health care spending. "We've got ongoing pressures from Washington, and the economic recovery is not going to last forever", Brown said.
